In short
The number decides the case of the noun: 1 (and …21, 31) keeps the nominative singular; 2, 3, 4 (and …22-24) take the genitive singular; 5 and up (and …25+) take the genitive plural. Words like мно́го, ско́лько, не́сколько also take the genitive plural.
The rule
Only the last word of the number matters. Look at the final digit and choose the form of the noun:

Note that 11-14 always take the genitive plural (оди́ннадцать книг, двена́дцать рубле́й) - they “look” like 1-4 but follow the 5-20 rule.
Genitive plural is the key new form here. Roughly: masculine nouns add an ending, while feminine and neuter nouns lose one (zero ending).
After a preposition, the whole phrase declines, including the number: с двумя́ друзья́ми (instr.), о пяти́ кни́гах (prep.).
When the phrase is the subject, a number ending in 1 takes a singular verb agreeing in gender (два́дцать одна́ кни́га лежа́ла); from 2 up both agreements are correct - a plural verb foregrounds the things counted (пять госте́й пришли́), a neuter singular the quantity itself (пришло́ пять госте́й), and the neuter singular is the usual one in “there is / there was” sentences.

An adjective between the number and the noun goes plural from 2 up, even though the noun after 2, 3, 4 is genitive singular (after 1 and …21 the whole phrase stays nominative singular: оди́н но́вый стол):

Many / how many + genitive plural: мно́го книг, ма́ло де́нег, ско́лько рубле́й?, не́сколько часо́в - an adjective after them is genitive plural too: не́сколько молоды́х я́блонь.

Common mistakes
- пять кни́ги -> пять книг - 5 and up take the genitive plural, not the genitive singular.
- три часо́в -> три часа́ - 2, 3, 4 take the genitive singular (часа́), not the plural.
- два кни́ги -> две кни́ги - feminine nouns use две, not два.
- два́дцать оди́н рубли́ -> два́дцать оди́н рубль - a number ending in 1 keeps the nominative singular.
- мно́го друзья́ -> мно́го друзе́й - мно́го / ско́лько / не́сколько always take the genitive plural.
Tips
- Memory hook: 1 = behaves like a noun (agrees, nom. sg.); 2-3-4 = a small group (gen. sg.); 5+ = a crowd (gen. pl.).
- Watch only the last digit: 101 acts like 1, 52 like 2, 25 like 5. The exceptions are 11-14, which always take the genitive plural.
- For the genitive plural, remember the trade-off: masculine adds -ов/-ев/-ей, while feminine -а and neuter -о drop to zero (often inserting a fleeting -о-/-е-: ма́рка -> ма́рок, окно́ -> о́кон).
- After a preposition, decline everything: с пятью́ рубля́ми, к трём друзья́м, о двух кни́гах (numeral declension is covered in detail at step 48).
