In short
German has two passives. The process passive (Vorgangspassiv) uses werden + past participle to focus on the action, not the doer: Das Haus wird gebaut (the house is being built). The state passive (Zustandspassiv) uses sein + past participle to describe the resulting state: Das Haus ist gebaut (the house is finished).
The rule
1. The process passive (Vorgangspassiv) = conjugated werden in the verb-second slot + past participle at the very end of the clause. It describes the action happening to the subject; the person doing it is often left out.
Aktiv: Der Architekt baut das Haus. (The architect builds the house.) Passiv: Das Haus wird gebaut. (The house is being built.)
Across the tenses (with bauen -> gebaut). Note the Perfekt: the auxiliary participle is worden, never geworden:

2. Naming the agent. Add the doer with von + Dativ (a person/active cause) or the means/instrument with durch + Akkusativ:
Das Haus wird von dem Architekten (= vom Architekten) gebaut. (by the architect) Die Stadt wurde durch ein Erdbeben zerstört. (through/by means of an earthquake)
3. Turning active into passive - three steps:

4. The state passive (Zustandspassiv) = sein + Partizip II. It is not an action but the result of one. Compare:
Die Tür wird geöffnet. = someone is opening it right now (process). Die Tür ist geöffnet. = it now stands open (state/result).
5. Passive with a modal verb. The modal takes the V2 slot; the chain Partizip II + werden (infinitive) goes to the end:
Das muss sofort gemacht werden. (That must be done at once.)
6. The impersonal passive. A verb for something people do goes into the passive even with no accusative object; the clause then has no subject at all, and werden stays singular. Position 1 takes an adverbial or another phrase - or, when nothing else fills it, the placeholder es, which drops out again the moment something moves in front of the verb:
Hier wird nicht geraucht. / Über die Preise wird viel gesprochen. (no subject anywhere) Es wird noch getanzt. -> Danach wird noch getanzt. (es only holds position 1)

werden as the passive auxiliary (present and simple past):

The sentence bracket - werden frames the clause, the participle closes it:

The participle’s normal place is last, but position 1 can hold it instead when that is what the clause contrasts; werden keeps the V2 slot and any subject follows it: Der Text ist geschrieben, korrigiert wird er morgen.
In a subordinate clause everything moves to the end: …, dass der Brief heute geschrieben werden muss.

Common mistakes
- Das Haus ist gebaut geworden -> Das Haus ist gebaut worden - in the passive Perfekt, werden loses its ge-: use worden, not geworden.
- Die Tür ist geöffnet (when you mean the action) -> Die Tür wird geöffnet - use werden for the process, sein only for the finished state.
- Den Brief wird geschrieben -> Der Brief wird geschrieben - the old object becomes the nominative subject, so it cannot stay in the accusative.
- Die Stadt wurde durch einem Sturm zerstört -> Die Stadt wurde durch einen Sturm zerstört - durch takes the Akkusativ, von the Dativ; a force acting on its own counts as an agent, so von einem Sturm zerstört is just as correct.
- Das muss gemacht -> Das muss gemacht werden - a modal passive needs the infinitive werden at the end.
Tips
- Memory hook: werden = the film (an action in progress), sein = the photo (the finished result). wird gebaut vs. ist gebaut.
- Perfekt passive shortcut: take the normal Perfekt and just drop the ge- from geworden -> worden (ist … worden).
- To build a passive, ask: what was the accusative object? That word becomes your new subject; the verb turns into werden + Partizip II. No accusative object, no subject.
- The agent is optional - and that is the point. Passive is everywhere in recipes, instructions, news and rules precisely because the doer does not matter: Hier wird gearbeitet.
